APARTMENTS

Hale Mahaolu and Highridge Costa are honored to announce the redevelopment of the Front Street Apartments, which were largely destroyed in the August 2023 Lahaina wildfires. Originally completed in 2001 as an affordable housing community, the property consisted of 19 buildings with 142 residential units. In 2019, the State of Hawaii purchased the site from a private developer, ensuring the apartments would remain affordable in perpetuity.

Located on an 8.73-acre site at 1056 Front Street in northern Lahaina, the Front Street Apartments will be redeveloped into 19 three-story, garden-style walk-up buildings and will accommodate 96 additional units by adding a third floor. The project spans two Tax Map Key parcels: (2) 4-5-003:013 and 014.

Project Highlights

  • Housing: 238 income-restricted units (including ADA-accessible units) and 2 on-site manager’s units

  • Parking: 336 surface stalls, including ADA spaces

  • Access: Driveways from Kenui Street and Front Street, a left-turn storage lane along Front Street and a shared emergency driveway with the Lahaina Surf complex (co-developed by Hale Mahaolu)

  • Amenities: Community room, fitness area, two laundry facilities, outdoor BBQ area, tot lot, basketball court, and bike racks

The project will be built in two phases. Phase I will consist of 168 units and 226 parking stalls. Phase I’s unit mix will consist of 36 studios, 72 one-bedrooms, 59 two-bedrooms, and 1 two-bedroom manager’s unit. This phase also includes infrastructure, utilities, and grading for the entire site. Phase II will consist of 72 units and 110 parking stalls and the unit mix will consist of 36 one-bedrooms, 35 two-bedrooms, and 1 two-bedroom manager’s unit. All the units will be restricted to individuals and families earning between 30% to 120% AMI with the exception of the 2 manager units.

The project is currently in its predevelopment phase. Once complete, the rebuilt Front Street Apartments will provide safe, modern, and permanently affordable homes for Lahaina residents, while honoring the community’s history and resilience.
